UAE and Saudi Arabia Are Becoming Global AI Leaders — Here's What's Driving It

The US just made it much easier to get AI chips into the UAE

The United States has significantly eased export controls on the UAE, giving the country broader access to advanced computing technologies, including AI chips and servers, without requiring individual export licenses for the UAE government and approved companies. This makes the UAE the first Arab country to receive this level of trusted-partner designation from Washington — a major unlock for scaling AI infrastructure in the region.

Agentic AI adoption is already ahead of much of the world

According to the 2026 Data Streaming Report from Confluent (an IBM company), 38% of organizations in the UAE and Saudi Arabia are already running agentic AI in production — not just experimenting with it. That puts Gulf enterprises among the most advanced adopters globally when it comes to moving AI from pilot to production.

The UAE's AI talent pool is growing faster than anywhere else

LinkedIn data shows the UAE recorded the highest increase in AI talent concentration globally, growing 121% between 2019 and 2025 — the largest increase of any country measured. Combined with national strategies from both the UAE and Saudi Arabia prioritizing AI investment, this creates a strong local talent base for businesses building or scaling AI teams in the region.

What this means for businesses operating in the Gulf

The combination of eased hardware access, high agentic AI adoption, and fast-growing local talent means Gulf-based AI projects are increasingly viable to build and scale locally, rather than purely importing capability from the US or Europe. Businesses in the UAE and Saudi Arabia evaluating AI vendors should look for regional experience with Arabic-language systems and in-region infrastructure, given how quickly the ecosystem is maturing.
